I would suggest that there is a difference between an operation (sting)
conducted within the law and/or with the support of law enforcement, as
opposed to an operation (stunt) that appears to have been conducted in
violation of state law.

if a major media outlet such as the NYT/WaPo/ABC/CBS, rather than a
citizen journalist, had done the investigation would it be labeled a
"stunt"?
