This argument has been used forever.  If organizations (or records managers) fall for it, the following is also true:

 - Accounts Payable - They only spend money.
 - Human Resources - Employees, and their associated benefits are the largest expense of many organizations.
 - Engineering and Development - A
 - Information Technology - Why doesn't everyone just use what they have today.
 - Purchasing - Another business unit who is continually spending money.
 - Legal - Spends piles of money without anything to show for it.
 - Insurance - They bring in money but because of deductibles, it is never enough to cover costs.

That leaves the organization with two profit generating business units:

 - Sales - Invaluable revenue generators.
 - Marketing - Sales partner in the revenue generation game.

Unfortunately, the organization has neither as Payroll was eliminated because of their continued uncontrolled spending and inability to bring in money.
