You asked:
	"If you are digitizing a large amount of records on a regular basis, what is the benefit of outsourcing it to a company and paying per image (all inclusive) opposed to purchasing a capture software license where there is no limit to amount of images scanned (providing your company can provide labor & equipment)??"

As part of the ROI that David recommended, make sure to include the degree of difficulty in indexing the records.  Those records that are easy to index because the index values are constant both in location on the document or can be auto indexed, are quite different from the ones where a judgment call has to be made as to what to call them or having to search for index values because they are not consistently placed, or there is a large number of document types that have be chosen from.     

Consider also the condition of the docs.  Are they in good shape and easy to prep or are they aged and fragile?  Can they be batched in like-kinds of bunches or do they require putzy prepping (staples and clips,  removed, there's odd size paper, docs need redaction, etc.).
