“Panel: Research and Development of Retention Schedules”
Two Records Management gurus, two different industries, two different
approaches.
Please join us as we bring together two industry experts from different sectors
to share their take on developing record retention schedules.
Julie Blecha comes from the government sector with a focus on functional
retention schedule development and expertise in research and application of
retention schedules for state local government agencies. Thom Whittemore
comes from the consultation world of developing retention schedules for both
the public and private sector. He specializes in looking for creative ways to
apply retention on recordkeeping systems. We’ll hear from Julie and Thom on
how they research and develop retention schedules, their challenges and
successes on application, and sage advice for smooth implementations.
About Julie: After spending eight years in Governor Gary Locke’s
administration, Julie joined Washington State Archives in November of 2005.
She was appointed Local Government Records Retention Specialist in August
2007 and has been continuously updating and revising retention schedules for
Washington’s local government agencies ever since. She received her
bachelor’s degree in Motion Picture/Television production from the University
of California, Los Angeles.
About Thom: Thom is a program manager with Iron Mountain Professional
Services and has more than 10 years of experience in the field of records and
information management. Working with clients in the private and public sectors
throughout the world, Thom has developed compliant RIM Programs across a
variety of industries and companies. His work includes policy and records
retention schedule development, global program development, application of
retention rules to systems, and guidance on the implementation of effective
