I worked with (now) Senator Tillis at Wang Labs in the 1980s. Politics
aside, he is steeped in RM as he was a records analyst and then systems
analyst at Provident Life in Chattanooga. Thom implemented one of the first
document imaging systems in the world in the early 1980s. He came to Wang
and worked in R&D for the early imaging system (PIC), left, then came back
and was a Wang Integrated Imaging System (WIIS) regional expert for our
Atlanta region (I was in New Orleans). 

Thom was perhaps the most knowledgeable of all the WIIS experts; he had a
keen grasp on RM issues and knew the competitive products quite well. He
developed strong business process analysis skills and as Wang faded, he went
to work for PriceWaterhouseCoopers focusing on BPM consulting and later
worked as a consulting manager for IBM with a staff of 200+. 

If there is anyone in congress who truly is literate in RM issues, it is
Sen. Tillis. He would be a key point of contact in getting the Federal
Records Act revisions drafted to better enforce RM policies in the federal
government.
