Because of the sheer volume of documents that agencies produce — especially
in the age of email — the accuracy and speed of records management suffers
the more employees have to open, categorize and file individual items. To
ensure agencies meet their implementation goals, the 2012 White House
directive urged NARA to assist agencies and stakeholders in automating
their records management. In a September 2014 automation plan (pdf), NARA
noted three positives for doing so:

   1. The capture and management of records is more consistent, ensuring
   documents are preserved.
   2. Management processes can be scaled to handle varying volumes of
   information.
   3. Staff members are freed up to pursue the agency's mission.
