As long as you do not do work under a government contract.  As a federal I ensure the verbiage in all contracts state that the records belong to the government- clarifying that for all work paid for in part or whole by the government belongs to that governmental agency.  

To make sure we are all on the same page I review the records plan and file plan for compliance.
