Martin Regincos, a vice president at FileBank, said Thursday night that the
dispute arose because his company had not been paid in roughly six months.
Earlier in the day, FileBank’s chief financial officer, Harris Reisbaum,
described the resolution as “an equitable agreement between two parties.”

Councilman Thomas Napolitano said at the meeting last week that the borough
is cleaning out a downstairs room to make space for all of the documents.
Napolitano said having the files off-site was problematic because the
borough was unable to get its files back quickly to respond to
public-records requests. A public agency has seven business days to respond
to documents requests under state law, unless it asks for an extension.
