As a former federal employee and records manager trying to maintain and handle records is easier said than done.  In spite of training and efforts on our part many records weren't captured or the creator of the record did not think it was really a record and didn't want to have to maintain it. In the case of Sec Clinton, if the server was at her home the and thought to be for her 'persona' use then I don't see how the State Dept records manager would be responsible for the records on the server.  Kind of like the analogy that her personal mail for the water bill or the magazine she received at home were personal not official.

Might it not be better to state that politicians have other, rather than better,  things to worry about?  The fact that Secretary Clinton and not the State Department Records Manager has responsibility for her emails is shown by the level of attention given to that same records manager.  I don't think Madam Clinton, or any other politician for that matter, would have wasted another minute discussing email if there had been an appropriate person to hang it on.....

I agree that the discussion you suggest is due.  Federal government department records managers are the ones usually responsible for enforcing retention schedules and transfers to NARA, among other duties.  It remains to be seen in the case at hand what, if any, role the State Department Records Manager had...

Cheers!
