I can relate to not having the clout.  Records managers at my government agency tended to be non-technical personnel.  A lot were admins whose boss retired and the new boss wanted their own admin.  It is a thankless job, your budget is the first one cut, and there is little if any support.  You can be a one person show.

That said, I am an engineer by education with a doctorate and a couple of masters, techno savvy, and certified as a records mgr for the Feds.  But what do I know??
