Brett, a couple ‎of additional comments.

NYC Economic Development Corporation has about 450 employees which, in my book at least, makes it a "small organisation."

That said, if you feel it necessary in your particular circumstances to set up such a review, I would recommend you construct it such that, "absent a request to freeze the disposition within X days, the process will be automatically-concluded", in order to ensure a degree of reasonableness in the review time.
