I'm of the mindset that the RRS is the action taken to fulfil the records retention policy, not 
the policy itself. Many organizations have policized retention, others have not. Either way, 
retention is a central tenet of RIM and the RRS is the guideline to carry out the function 
within a regulatory framework.
