I am guessing that based on your email address you work for a city in
Texas.  Have you talked with any of the records consultants at the
Texas State Library?  I haven't worked in Texas local government in
years but from my recollection there isn't anything in the regluations
that would prevent you from implementing your proposal.  But I think
it might be wise to run by them as well.
