Agreed.  Please note that there is a financial incentive to leave ownership, and associated expenses, with the originating or successor business unit.  Budgets for Records Management are often hard to come by and a department that can insist on continued retention of materials without the associated budget is less likely to support needed disposals.  

My practice has always been to have the business units pay all storage, retrieval, and disposal expenses, including those related both to normal operations and legal matters.  Doing so over the years has made many reluctant managers strong supporters of the Retention Program.
