The most recent version of ARMA's Information Management Magazine
(September / October 2016), available online, has a brief article on the
new version of ISO 15489, which addresses some of the questions raised. It
is not, however, a line by line analysis of the current and prior
Standards. The author is Nancy Dupre Barnes.

As with the prior version, the current version of ISO 15489 is not a
requiring document -- all "shoulds" and no "shalls". So it presents a nice
set of guidelines, but no mandates, which I feel has been a significant
weakness of the Standard. Thus, the uptake in use of the standard -- or
contractual requirements which reference the Standard -- are unlikely to be
found, particularly since there would be no "certification" available that
an organization is ISO 15489 compliant. If you look at other ISO Standards,
such as ISO 27001, those Standards are requiring ans allow an organization
to be certified in compliance with the standard. Evidence of the
certification is often required contractually.
