great discussion here is some information from ARMA International
publications concerning backups

Policy Design for Management Electronic Messages (ANSI/ARMA 19-2012) states
in Section 9. Disaster Recovery:
Backups facilitate improved response to a disaster. However, backup
policies, procedures, systems, and media shall not be a substitute for a
records management program that includes the appropriate retention of
messages with continuing value to the organization or messages deemed vital
for business continuity.

Glossary of Records Management and Information Governance Terms, 5th Ed.
(ARMA TR 22-2016) defines backup data as “An exact copy of active
electronically stored information (ESI) that serves as a source for
recovery in the event of a system problem or disaster.

Managing Electronic Records, 4th Ed. by Bill Saffady says: “Backup tapes
are intended specifically and exclusively for data recovery.”
