When we buy gas a portion(tax) goes to the roads/infrastructure. Since electric cars don't use gas they pay no road tax and are not contributing to the upkeep of the infrastructure. What would be the best way to tax them? Miles that they go annually?

If the taxes are used for infrastructure costs (roadway upgrades, resurfacing etc) then yes, they should be taxed.
