As long as the content was captured in a memo to the file or transitory
("Hey NRDC person, I'll be 5 minutes late to our meeting which is also
documented in my official office calendar"), then I fail to see the issue.
Texts tend not to be used to send substantive information.

Most of the folks I deal with (at EPA) are engineers who are using their
phones for just that purpose, telling field staff they are stuck in
traffic, reminding people the meeting was moved to the 7th floor from the
1st floor. These folks outnumber the high level policy people by a huge
margin.

More importantly, RM programs all depend on records-creators having that
discretion in declaring a record or transitory record or non-record. If you
start with an assumption that your organization's staff is up to
shenanigans, then no records policy in the world will change your mind. No
RM program is going to get management support to swoop into people's
offices and clear-out someone's desk in the name of capturing records.
