IIRC My first BlackBerry had a setting whereby every message I sent out
from it could be blind carbon copied (Bcc:) to an E-Mail address of my
choice. I know it worked for E-Mail; SMS texts I'm not sure. Is such a
setting available for iPhones and Androids?

Seems to me if you were to set that as a default for all mobile devices in
your organization, one's recordkeeping responsibilities should be satisfied
barring occasional system failures. The ball is then in the court of those
brave souls responsible for actual records management. Of course, as my old
project officer used to say, "that'd be too simple and too much like
Right."
