Mark - The percentage of utility records that are permanent would depend primarily on how many deal with land and facility information (e.g., where transmission lines are located, layouts, blueprints, etc.), which would constitute the bulk of the permanent records.  Additionally, these land and facility records tend to be large format and/or CAD-type records, requiring more overall storage resources.  A sampling of box contents should provide a first-order estimate of the proportion that are land/facility related.
