Hello Mark,

When dealing with Utility records it's important to keep in mind any
regulatory requirements, especially CFR 125.2 and CFR 125.3 as the retention
period for items such like "As-Builts", maps, drawings, maintenance logs,
etc.  may be life of the asset + 5 or 10, depending on business need.

Utility records don't fit the usual industry standards as 10% of the total
population being permanent records.
