Filing a patent application is not abuse, it is a means to preserve potential rights, and strictly a business decision.  In this case the filing is a Continuation of a patent originally granted in 2008.

Please note that patent applications are inexpensive and easy.  Even obtaining a patent can be relatively simple.  Enforcement of a patent is the expensive part.
