Sounds like the auditors were doing an annual check to confirm image
quality, something that is/was a requirement for many organizations.
However, those I have been associated with reviewed the images not the paper
documents.
Imaging the paper documents and then saving the paper, except for archival
instances, is kind of like force feeding a horse. You spend more on feed
for less efficiency and have double the "stuff" to clean up later.
