My thought on the original question is no, mail should not be part of RM.  I would argue that it is a waste of resources to image everything received through the mail, and therefore, the responsibility for determining what is a "record" should lie with the functional SMEs.  If something doesn't make its way into RM, then the owner of the record should be accountable.  I don't want to spend my time reading the mail to determine if it's a record or not.
