I'm guessing you're in Ontario since most other provinces are already
subject to provincial FOI legislation. I don't have an opinion on the
centralized / decentralized split, but with regards to resources, as a
starter you should look at both the Information and Privacy Commissioner's
website (http://www.ipc.on.ca/) and also the Ontario Government's Access &
Privacy website http://www.accessandprivacy.gov.on.ca/english/index.html.
And of particular interest will be an upcoming conference next month in
Toronto geared to the access and privacy community called "Navigating the
Information Management Landscape" (http://www.governmentevents.ca/apw2006/)
with lots of focus on records management.
