Actually, MOSS 2007 - which was released last November - required no customization to meet the 5015.2 certification requirements.  As Adam mentioned in a paragraph prior to the ones you posted, all functionality developed to meet the very specific requirements of the 5015.2 standard were created using 'known SharePoint extensibility points (e.g. SharePoint event handlers, workflows, content types)'.    

I have been involved in a number of 5015.2 certification tests with several records management applications and this is the first time I know of where the underlying code of the application was not changed to meet any of the requirements.  In short, this was a configuration, not a customization and something anyone with the right MOSS licenses and a couple of good .NET developers could do.  

As for Chapter 4 certification, my humble opinion has always been that it just isn't necessary unless specifically required.  And I rarely, if ever, see it required outside of some very secure government agencies. Virtually every customer I have ever dealt with - DoD, federal agencies, commercial - has been satisfied with the product being Chapter 2 certified.  

Having said all this, I officially end my brief tenure as defender of the MOSS 2007 5015.2 certification and I'm headed off to the beach for a long-overdue vacation.  When I return I will re-establish myself as an RM Listserv lurker, peering in from the shadows to occasionally ensure that my name is not being used in vain.  (Though I am still happy to answer anyone's questions off-list.)
