Yes, it should be put under the IT group. This is to ensure that agency
RM programs are a factor in the creation of new systems, the build out
of older ones and conversion of others, which more agencies are working
on and expending great resources on. Also, due to Clinger-Cohen or
ITMRA, , CIO's need to approve the creation of new systems, which will
hopefully merge RM objectives and reporting accountability (FOIA,GPRA,
and PA) into this process. It should save resources like money and time
down the road with regard to conversion of electronic records, etc.
Also, it should  improve the process for the selection, modification and
use of a records management application. This is my quickest version of
a response. I hope this helps.
