I can't recall a time when a candidate for office, or an outgoing office
holder didn't demonstrate an interest in ensuring that records of their
time in office were ...hmm....largely withheld from public view for at
least some period of time.  I've seen and heard of instances at the
local level, relating to officials of both US political parties that
sometimes are worse.... including officials who determine that they have
sufficient authority to shred documents, or to take documents with them
that pertain to their official duties.
