May using the Open Records Act for your state and using historical
purposes as justification. You know most authority like to be known, so
you could use their egos to help promote them identifying themselves
before speaking during a meeting.

I feel for you. In my state agency we have many, many state appointed
committees and there are meetings that no one identifies themselves so
it makes it difficult to transcript.
