Hi Kathy,
You may have already tried this, so forgive me if that's the case. 
I would try searches using the words "archive" since RIM often roosts
their in EU government archives. 
Also try something like "documents management" . In French I know the
term for RIM is "gestion des documents" which is literally "management
of documents".  Further the Delegation of Commission of  European
Communities has an office here in Washington DC (202-862-9736).  I know
they have considerable holdings of EU publications, and may be able to
help you out and save a bunch of time.
