In my opinion RFID would be the preferred solution when you want to enable
active tracking of the files/object down to a particular zone. Barcodes are
a passive system in that you don't know where the item is until the barcode
is scanned and uploaded to a computer system. RFID-tagged items, at least
the ones I'm familiar with, can be actively tracked by ceiling mounted
transmitters/receivers to a zone and then with a handheld tracker you can
find the object in the zone.
basically you need to do some solid upfront analysis to determine which
system is appropriate
