That is part of the answer, Bernard.  RFID is also preferable when the value of files, or the value of quick retrieval of files, is high.
The reason for this stems from the use of our FileDetector and Audit features, which leverage Gen 2 RFID.  One client was spending 32-man-hours per week doing audits in order to have the location of all files a little more current.  With the RFID Audit, they now do the same audit in 4.5 hours.  A big savings.
That same client also takes advantage of our FileDetector.  Critically-needed files can be marked on-screen, which makes them download to the portable reader when it is synchronized.  Then, the FileDetector feature lets them quickly sweep cubicles and offices, alerting them when they find one of these files, and telling them who is waiting on the file.
The reason that this is important is that companies like this can start with RFID without making a big investment in a lot of hardware.  This client simply has a few desktop readers for check-in and check-out, and a portable RFID reader.  A simple and inexpensive way to start and demonstrate the value of a technology that is new to the organization.
Now, after a few years of using RFID in this way, management at this company has seen the benefit.  This Spring they are adding Passive Tracking to four key departments in the workflow that will help them monitor the status of progress and eliminate the need for them to audit those areas.
