I would also say who ever is the head of the division/department under which
RM falls. The CIO, the CEO, Risk Management/Audit are also involved.
I would also say, and many might agree, that almost, if not, all people
within the organization may have some duties that involve the creation,
receipt, distribution and use of records (or what might become records) of
the organization.
