HIPPA
Yea, I don't think HIPPA applies (I ain't a lawyer but I did read HIPPA a couple of times through). 
 
Privacy
Get real. You put something on the internet and you expect privacy? I got a bridge I'll sell you. On the other hand, those folks with no fear can leverage easy access to their medical records in a time of crisis. Flip the coin. 
 
Access/security
Last time I checked the burden on the company was due diligence. If folks hack in from the outside, or folks skim the records internally after bypassing security and controls, well then they have broken the law. You take folks that break the law and you put them in jail. If some of the info leaks out well you did put your information on the internet. Voluntarily at that. There are going to be some fantastic RAIN articles in our future due to this. I would be more concerned with folks putting things into or altering the records rather than taking it out, but then I am not a big star that just had elective surgery. 
 
Viability
Yea this thing is going to happen. People still buy things online and people are going to do this. The folks probably did a CBA on the project and while they have money to burn.... . 
 
Records Concern
So what are we worried about? What are the records concerns? What makes this unique? What is your solution? What legislation are you proposing? Are you suggesting that HIPPA limit this in some manner? Does the AMA need to be involved? How would you effect change to impact this in a beneficial way for RM.
