makes three excellent points with regards to FOI

1. Document your procedures (see also the DOJ website I linked to)
If you have documented your procedures and they are in line with the
statutes and regulations it is much easier dealing with requesters

2. Train, Train, Train
don't just give someone a manual and send them out to handle requests. I've
noticed from my Google News Alerts that several states are starting to
institute more FOI training for government employees

3. Comply with the law
noncompliance will result in lawsuits and news paper stories. read the law
and understand what it is about
