In California, the law requires us to release records that already exist. We do not have to create a record to satisfy a request. The format is not up to the requestor, the choice belongs to us. We are required to TRY and give the record in the requested format but we are not forced to build something new, change a record to fit a format, or create a list or spreadsheet organizing information. 

This is why requests can get very large very fast. We only supply the raw data and the requestor has to organize and create lists. Of course, if it's in our best interests to create a list so we don't have to release other sensitive information, we can, and often do



but if it is only one email doesn't it make more sense to print it out then
to go through the trouble of producing it electronically. Is it the
information ie content the requester wants or is the native format.

These goes back to Ginny's comment that you need to comply with the law. If
the law doesn't specify the format in which the item is to be produced then
I believe it is up to the requester to specify the format. If they don't
specify the format then the decision is left up to the producer
