Dear Fred Grevin & RIM Colleagues,

Fred is absolutely correct in pulling me up on my statement - This issue
generally went unnoticed in North America & elsewhere as the Central RIM
Registry never existed outside of the British Empire.

The above was a passing comment & focused on the ARMA IMJ - predominately
USA readership & the fact the the USA had the Dutch, French, Spanish & then
English administrations which in my limited understanding differs
greatly from the Central RIM Registry experience that occurred in Australia.
The Central RIM Registry system grabbed the records at the point of creation
[or soon after]. My understanding of the predominately USA [not Canadian]
process is that historically the records been created in business or
operational units & at some later stage after they became less
business critical they then moved to the custodianship of the records
managers. I may get shot for this previous sentence.

Based on my limited knowledge on this particular historic aspect regarding
the Central RIM Registry system it was practiced in Australia due to the
origins of the creation of the first colony in *Sydney Cove* in January,
1788 by the British Navy. I believe that history advises us that the British
Navy were heavily into the Central RIM Registry system & thus the reason the
practice was entrenched into the public service across Australia since the
inception of the various states & in 1901 the Commonwealth of Australia.

Again based on little to no research the Romans & others before them were
very much into the Central RIM Registry system. As stated by Bogdan-Florin
POPOVICI, Ph.D.that German & several Slavic tradition administrations
pursued the Central RIM Registry system. I also believe that in Russia in
the 1600's that Peter the Great established a strong Records Management &
Archive system to administer the 1. the creation of records & 2. the
maintenance of the history of the records once created. Severe restrictions
were place on the RM people not to become the custodians of the records once
created & that the archivists were also restricted in the maintenance of
those records but were not allowed to create records.

End of the history lesson & my cop out for not being more precise in my
original article that Fred forced me into this long winded explanation as to
why I screwed up!
