This whole argument over whether "...a record "IS" or "CAN BE" any information recorded..." misses the point. I am comfortable with a policy statement indicating anything and everything should be considered a record. Policies do not define records, file plans and retention schedules do. By having a broad statement you ensure all information that should be captured as a record is available for consideration. Information that fails the test as defined by file plan/retention schedules are "Non-Records."

A record is whatever any given organization determines it should be whether it's based on sound business practices (or not), legal/regulatory requirements, or any number of considerations. At best we can all agree on a general definition based on accepted principles. Trying to pin down an exact definition is futile.

If that underscores your approach to records management, my sympathies to
you (and anyone else bold or, some might say, reckless enough to define
records so nebulously) in your Sisyphean task.  Onerous indeed!  Meanwhile,
I will stick with the more practical and manageable approach to RM grounded
in the concept that a record *can be* any information recorded upon any
media.
