Let me suggest you look at RSD (www.rsd.com) a Swiss based company.
They developed a very nice architecture (RSD GLASS) with lots of
information governance functionality where records management is a part
of an overall information governance program. They have started to
build pieces of that architecture for their customer base. Read their
whitepaper which outlines their architecture. The whitepaper is called
"Charting the way for the Information Governance imperative".
