The Illinois Secretary of State's Office, State Archives, is seeking applicants for an Electronic Records Archivist, with the position title of Archival Program Administrator. The focus of this position will be to help create electronic rrecords policies and practices for the state of Illinois.
Position Title: Archival Program Administrator
Location: Norton Building, Springfield, IL
Work County: Sangamon
Salary Range: $50,400 - $108,000.00 
Work Schedule: 7.5 hrs./day, Mon-Fri, 8am-4:30pm, 60 min. lunch

DESCRIPTION OF DUTIES:
Plans, directs, oversees, administers, and evaluates the operations of professional archival, supervisory and support staff of a major program component including multiple program functions at the Illinois State Archives. Coordinates professional functions with other areas of operation within the Illinois State Archives. Represents the Illinois State Archives to university and research communities, and major public agencies; coordinates outreach activities directed at students, genealogists, archival community; explains archives programs, policies, objectives and applicable laws, rules and regulations to archival boards, governmental agencies, educational bodies, professional associations, and public groups. Exercises responsibility for budgetary planning and control and personnel management. Prepares or directs the preparation of administrative reports, memoranda, correspondence, or other documents for use in program administration. Serves as expert professional consultant to the Director on archival program development, enhancement, and services. 
REQUIREMENTS:
Requires equivalent to completion of a Master's degree, preferably with coursework in public administration, history, business administration, political science, library science, archival management or records management, and two years of professional supervisory archival, records management, or closely related experience. Possession of credentials as a certified archivist or records manager will be credited as six months of professional supervisory experience. 
Requires thorough knowledge of professional archival and records management theory, principles, methods, materials, and practices. 
Requires thorough knowledge of electronic archival systems, automation techniques, and development theory.
Requires thorough knowledge of electronic records management techniques, applications, and developmental theory.
Requires thorough knowledge of archival materials and their value to archives staff and patrons.
Requires thorough knowledge of the principles and methods of classifying, arranging, describing, cross-referencing and researching documents.
Requires thorough knowledge of the organization and structure of state and local government and local and regional history.
Requires extensive knowledge of personal computer program applications such as database, spreadsheet and work processing, especially as they are used in the archival science and records management field.
Requires working knowledge of standard office practices, procedures, and methods.
Requires the ability to administer and direct high-level professional staff activities.
Requires the ability to maintain good working relations with government officials, the general public, and members of the archival community.
Requires the ability to communicate effectively both orally and in writing.
Requires the ability to interpret archival policies, objectives, and laws, rules, and regulations to archival boards, governmental agencies, educational bodies, professional associations, and public groups.
Requires the ability to analyze technical or administrative reports and to draw conclusions on which to base administrative decisions.
Requires willingness to pursue professional development opportunities and to foster professional development of subordinate staff.
Requires willingness to travel and possession of a valid Illinois driver's license as required by individual positions within the class.

Archival Program Administrator
has been placed on the Open Examination Schedule for the period listed below.
January 5, 2009  through  February 6, 2009
The following indicates the minimum requirements to qualify for this position.
Requires equivalent to completion of a Master's degree, preferably with coursework in public administration, history, business administration, political science, library science, archival management or records management, and two (2) years of professional supervisory archival, records management, or closely related experience. 
Applicant eligibility will be determined by the method checked below:   

_X_  an evaluation of training and experience.  
Interested applicants should submit a completed Office of the Secretary of State employment application form to one of the locations listed below.  Applications received after the closing date indicated above will not be graded, but will remain active in our files for a period of twelve (12) months.

___administration of a written test.  
Interested applicants may test during the period indicated above at one of the locations listed below, Monday through Thursday at 9:00 AM.  Please arrive early and consider the time required to commute, park, etc.  A completed job application and photo identification are required to test.

___administration of a performance test followed by written test.  
Interested applicants may test during the period indicated above at one of the locations listed below, Tuesday or Thursday at 1:00 PM.  Please arrive early and consider the time required to commute, park, etc.  A completed job application and photo identification are required to test.

		*	Open Competitive examination results and related eligibility are valid for a period of twelve (12) months from the date of testing.
