Hi Phil,
We go by "University Records Management Program." I've had a few people call me with requests that fall under the domain of the Registrar's office, such as alumni looking for transcripts, but it doesn't happen very often.
If you think a change to "Information Management and Compliance" would better reflect the mission of your department and its place in the organization, then you should do it. But you're still going to have to talk a lot about records on your website, so if this is how students are finding you, changing the department name might not solve your problem.
Perhaps when people call with this sort of request, you could politely ask what led them to your number? You might also consider putting a notice on your website directing students to the Registrar's office if they have questions about their student records.
