<I found the ANSI name on the TC46/SC11 web page under 'Participating Countries'.  It didn't say anything about NISO.  I'm not shooting the messenger..just that it would be nice if these things were spelled out--
especially to those of us not as familiar with such things as others.  I even went to NISO's website, clicked on the link to TC46/SC9, which they are the secretary of, and even THAT says they are from ANSI.>

ANSI does not directly sit on many ISO Technical Commitees (TC).  Instead they designate a standards setting body to represent them on various TCs and SCs (SubCommittees).  For example, AIIM represents ANSI on TC171 (Document Management Applications) and ARMA represents ANSI on TC46/SC11 (Records Management).  You are correct, though, in wondering why we hear about records management related standards after they are published or from other countries.  For the most part, ISO goes to the representative organizations (in the U.S. it is the afore mentioned standard setting bodies delegated by ANSI) for comments.  These TAGs (Technical Action Groups) are not required by ISO to distribute the draft documents outside their representative groups (usually limited to the TAG members).  I personally would also like to see drafts documents relating to records management issues during the comment period and not after the standard gets approved and published.
