Virginia Computer contractor flouts records law
Although DEQ is the legal custodian of those records, they are
actually stored in a computer system operated by Northrop Grumman,
with oversight from the Virginia Information Technologies Agency.
State law requires DEQ to respond to a FOIA request within five days,
but it took Northrop Grumman more than five weeks to come up with an
estimate for fulfilling the request. The price tag: $14,000.
