Hi Jessica,

As for your answer it depends on the dollar value of the contract, but for public agencies typically a public bid process is used to procure vendor services if it is usually over a few thousand dollars.

The State of California has a site called CMAS (California Multiple Award Schedule) that allows you to find vendors that give pre-approved rates to government and public agencies in the State.  California has already negotiated pricing with these pre-approved vendors, which vendors may extend to cities, towns, various agencies and municipalities.

Here is the link to the site.  Click on the list to view products and services since I find the site difficult to search on at times.  You'll see a lot of document related services options.

You will still have to negotiate a contract, but this site can certainly help you with getting competitive bids from non-CMAS vendors or at least set pricing from the offsite storage vendors on the list and provide some basic terms

Greetings,
I'm interested in finding out how other California public agencies procure
offsite storage services.  Specifically I would like to know whether a
formal bidding and contract process was employed or a less formal process,
such as purchase order, check request is used.  Many thanks in advance for
