I can see one of the validity of one of the arguments made by the publishers. A hard copy book will eventually wear out and need to be replaced if it is heavily used. That is not true of an ebook. Publishers can also count on a certain percentage of books needing replacement because the library loses them or the books are not returned. There needs to be an equitable solution worked out for both parties so library patrons can have the option to read ebooks.
