*SARASOTA* - It was common knowledge among city computer techs that emails,
which are public records, could be deleted before the public could ever see
them, a former city employee told the Herald-Tribune.
A 24-hour lag between when an email is received or sent within City Hall,
and before the servers "scrape" hard drives to store those emails, was
routinely used by employees who didn't want emails stored in the public
record, said Joan Ramsey, an information technology manager for Sarasota
from 2004 to 2009.
