Almost all of these are designed to answer the question in a US Federal
Records environment to the 36CFR standard of "what constitutes a record"
within the Government for Agencies, and in some cases Contractors to
Agencies.  In other cases, these decision charts may be of little or no
value.

Every organization has to make their OWN determination of what constitutes
a record for their business purposes.  If you are regulated by a Federal
Agency, their standards have merit in making that decision, but ONLY for
the work you do under contract to them and for records/documents that must
be turned over to them or made available for their inspection.

In private industry, if you have no "governing requirements" for lengthy
retention of information, the burden for determining what is a record is
much lower... you retain what you retain to satisfy your business
requirements, meet any obligations with clients you may have, and to
document anything you determine to have historical significance.
