The four values remain, administrative, legal, fiscal and historical.
Certainly historical my apply. As far as I know there is no legal
retention, Administrative use are certainly in play and as for as fiscal...
Well lets just say its is not what it once was. On the whole I would say
that the historical value outweighs most others I would probably put a
permnanet retention on these countries. Of course, as with any appraissal
that identifies permanent retetnion you will have dispute.
