Macau Personal Data Privacy Act, they said, prohibited the records from
leaving the country.

Wait, wait. You mean that a company transferred its records to another
country because they decided that would make the records no longer
theirs and they would no longer be legally liable for them, and that
turned out to turn around and bite them in the rear?!?

Now, who would have guessed that would turn out to be a really bad idea?
