Laura I've used ARMA's Job Description publication on occasion and found it generally helpful and in some cases specifically helpful. It puts a lot of responsibilities into words which you might have draft and redraft to bring to a tight wording. It will also give you common associated responsibilities for various levels, in this case, a Records Manager. There is a tool built with it which lets you construct a job description from scratch using the resources in the publication.
A companion I'd recommend would be ARMA's RIM Core Competencies which you can download a free copy of here: http://www.arma.org/go/prod/V4903
